The Type 13 (Type A-2) was planned as the second of the Type 12 (Type A-1), which is a simplified version of the engine of the Type 9 (Type A-2), which was built as a flagship submarine equipped with a 水偵.
● However, the number of submarine aircraft carrier Type 400 (Type A-1) (Type A-2) was reduced due to a shortage of materials during the war. To make up for this, the design was drastically changed to accommodate two Seiran water attack aircraft.
● The bridge was placed on the left side of the enlarged hangar and equipped with an injection machine and a large crane equivalent to the Type A-1.
● In addition, to ensure resilience against the increased displacement volume, modifications were made such as attaching a bulge to the hull. The 13 was commissioned in December 1944 and the 14 was commissioned in March 1945.
● In preparation for the US Mobile Unit attack on Ulsi Atoll by the Type 400 and Type 401 submarines, the two I13 and I14 were commissioned in December 1945 and in March 1945, respectively.
● In preparation for the attack of the US Mobile Unit on Ulsi Atoll by the Type 162 and Type submarines, the two I13 and I14 were dispatched to the truck base for reconnaissance in Ulsi Atoll.
